लखनऊ के ताज होटल में उत्तर प्रदेश रोलर फ्लोर मिलर्स एसोसिएशन द्वारा आयोजित 61वीं एनुअल जनरल मीटिंग में कही गयी बातें
★ बड़ी बड़ी कंपनिया (कॉपरेट) अब मिलिंग क्षेत्र में आने लगी जो उद्योग के लिए चिंता का विषय।
★ मीटिंग में रोलर मिलर्स फेडरेशन ऑफ़ इंडिया के अध्यक्ष्य नवीन चितलांगिया, रोलर फ्लोर मिलर फेडरेशन के अध्यक्ष धेर्मेंद्र जैन, उत्तर प्रदेश रोलर फ्लोर मिलर्स एसोसिएशन के उपाध्यक्ष सुरेश चंद सिंघल, राम चन्द्र सिंघल, संजय गुप्ता इस मीटिंग में शामिल रहे। करीब 300 से अधिक मिलर्स भी इसमें शामिल हुए।
★ नवीन चितलांगिया ने कई मुद्दों पर उठाई आवाज। जैसे कि
1. चोकर पर GST की स्पष्टता: विभिन्न राज्यों में अलग अलग तरह के कयास लगाये जा रहे हैं जिससे भ्रम की स्थिति उत्पन्न हो रही है। GST कौंसिल को इस मामले में स्पष्टता देनी चाहिए।
2. लीगल मैट्रोलोजी एक्ट: सरकार लीगल मैट्रोलोजी एक्ट संशोधन पर कर रही है विचार जिससे इसके तहत 25 किलो से अधिक गेहूं उत्पाद (आटा, मैदा, सूजी) की पैकिंग पर GST लगाई जाएगी इससे उद्योग की लागत तो बढ़ेगी ही साथ ही उपभोक्ताओं को भी ऊंचे भावों पर गेहूं उत्पादन मिलेंगे। अतः सरकार को इस पर पूर्ण विचार करना चाहिए।
3. फ्लोर मिल मशीनरी पर GST बढ़ी: GST कौंसिल ने फ्लोर मिल मशीनरी पर GST को 5% से बढ़ाकर 18% किया जिससे उद्योग को अतिरिक्त बोझ झेलना पड़ रहा है। सरकार को पुनः इस पर GST को 5% करना चाहिए।
4. चोकर निर्यात परमिट: अभी चोकर के निर्यात को प्रतिबंधित रखा गया है इस समय चोकर की कीमतें निम्न स्तर पर चल रही हैं जिसे देख निर्यात की मंजूरी देनी चाहिए।
5. OMSS के तहत गेहूं पर स्पष्टता: मिलों को सुचारू रूप से चलाने के लिए सरकार को OMSS पालिसी के तहत गेहूं बिक्री के लिए दिशानिर्देश और स्पष्टता देनी होगी ताकि मिलर्स उसी हिसाब से कारोबार कर सकें।
6. PLI स्कीम में में फ्लोर मिल इंडस्ट्री को शमिल करना: सरकार को फ्लोर मिल इंडस्ट्री को PLI स्कीम में शामिल करना चाहिए ताकि उद्योग प्रोत्सहिर हो।
7. भंडारण क्षमता में वृद्धि के लिए प्रोत्साहन: नई व पुरानी मिलों के भीतर स्टोरेज क्षमता को बढ़ाने के लिए उपयुक्त प्रोत्साहन योजना पर विचार करना चाहिए जिससे सप्लाई चैन सिस्टम में सुधार आ सके।

Things said in the 61st Annual General Meeting organized by Uttar Pradesh Roller Flour Millers Association at Taj Hotel, Lucknow
★ Big companies (corporates) have now started entering the milling sector, which is a matter of concern for the industry.
★ Roller Millers Federation of India President Naveen Chitlangia, Roller Flour Millers Federation President Dhermendra Jain, Uttar Pradesh Roller Flour Millers Association Vice President Suresh Chand Singhal, Ram Chandra Singhal, Sanjay Gupta were present in the meeting. More than 300 millers also participated in it.
★ Naveen Chitlangia raised his voice on many issues. Such as
1. Clarity of GST on bran: Different types of speculations are being made in different states, which is creating confusion. GST Council should give clarity in this matter.
2. Legal Metrology Act: The government is considering amendment to the Legal Metrology Act, under which GST will be imposed on the packing of wheat products (atta, maida, semolina) of more than 25 kg. This will not only increase the cost of the industry but consumers will also get wheat products at higher prices. Therefore, the government should give full consideration to this.
3. GST increased on flour mill machinery: The GST Council increased the GST on flour mill machinery from 5% to 18%, due to which the industry is facing additional burden. The government should again make the GST on this 5%.
4. Bran export permit: Currently, the export of bran has been banned. At present, the prices of bran are running at a low level, seeing which export should be approved.
5. Clarity on wheat under OMSS: To run the mills smoothly, the government will have to give guidelines and clarity for wheat sales under the OMSS policy so that the millers can do business accordingly.
6. Inclusion of flour mill industry in PLI scheme: The government should include the flour mill industry in the PLI scheme to encourage the industry.
7. Incentive for increasing storage capacity: Suitable incentive scheme should be considered to increase the storage capacity within new and old mills so that the supply chain system can be improved.
