News Capsule: Special Committee Proposal on Bhavanatar Yojna
★ During the Soya Conclave 2025 at Indore,  Mr. S.K. Singh Ex-AMD Nafed  on the sidelines of the event, told IGrain India that the relaunch of Bhavanatar version2 is a bold and welcome initiative of Government of Madhya Pradesh for Farmers of the State and the Industry.  While ensuring MSP payment to farmers, it will also ensure consistent supply of seed to Industry at prevailg market rate. He also mentioned that market is conducive for relaunch, when supply is expected to be tight with lower production, stable seed demand and projected bullish market in 2026 
★ Singh, who has worked in Madhya Pradesh for a long period and has extensive knowledge of Government procurement and trade practices, suggested to  MP State Agriculture Secretary and SOPA  form a committee to monitor the implementation of Bhavantar Yojana, ensuring that the maximum number of farmers benefit and that trade operations run smoothly. 
★ During interaction with IGrain, he mentioned about few suggestions: 
1.Farmers’ registration may  be physically verified for at least 10% of cases on random basis  to prevent any malpractice.
2. Similar physical Verification of farmers’ land size and corresponding crop purchases may  be conducted on sample basis to ensure transparency.
3. Mandies be categorized and the daily benchmarking rate be related to prevailing rate of oil, DOC and projection of International Market rate. 
4. Segregation of rate of FAQ/ non FAQ stock and fixation of benchmarking rate and its correlation to daily auction prices.
5. The daily monitoring be strengthened to detect any manipulative tendency. If observed, exemplary action be taken against such elements.  
★ Any manipulative auctions, if observed be cancelled.
★ Mr. Singh told IGrain India that this scheme, if implemented properly will be economical and beneficial to everyone including farmers, particularly when the supply of FAQ stock is under pressure and production is  less compared to previous year.  Future Market is projected to be bullish so buyers would be keen to cover the stock at prevaing rate.
★ He said that now much responsibility lies on  Trade, Industry and SOPA leadership to work along with Government of MP to make it a grand success so that it can be replicated in other States at least for Oilseeds which requires Processing unlike Pulses which is required for National buffer as well. 
★ Sh Singh told IGrain that he would be forwarding his additional  suggestions/ observations in future too to SOPA and Government of Madhya Pradesh for their consideration for success of the scheme.
It is learnt that Secretary,  Agriculture and Farmers welfare,  Government of MP and SOPA  have welcomed and  taken note of his suggestions.
