Food Ministry invites views and suggestions from edible oil industry on VOPPA 2025

New Delhi. A leading industry body, the Indian Vegetable Oil Producers Association (IVPA), has informed its members that the draft of the Union Ministry of Food and Public Distribution Order, 2025 (VOPPA 2025), has been circulated and that views and suggestions have been invited from all concerned stakeholders.

This new draft is intended to replace the existing VOPPA Regulation Order, 2011. It has been prepared in response to the evolving technological and regulatory needs of the edible oil sector.

According to the association, the draft includes key provisions requiring all producers and manufacturers of vegetable oil products to register with the Directorate of Sugar and Vegetable Oil.

In addition, a monthly report outlining the production, sale, import/export, and stock status of edible oil products will be mandatory.

Provisions for inspection, enforcement, and seizure of stock for non-compliance have also been included. The draft lays out a detailed procedure for cancellation of registration and the process of appeal.

These measures aim to bring the production and trade of vegetable oil entirely under regulatory oversight. The General Secretary of IVPA has urged all members to carefully read and review the draft and send their views and suggestions to the IVPA Secretariat by 9 July 2025.

This will allow a strong, consolidated industry perspective to be submitted to the Food Department before the official deadline of 11 July 2025.

He emphasized that the input of all members is crucial for developing an effective and balanced regulatory framework for the edible oil industry.
