Illegal rice worth billions of rupees exported from Kakinada port

The recent revelations about the illegal export of rice from Kakinada port highlight a massive issue in Andhra Pradesh, with allegations of unlawful exports worth approximately Rs 45,000 crore over the last five years.
This rice, originally allocated for the Public Distribution System (PDS) to serve the needs of the public, has been unlawfully sent to African countries.
The situation came to light when the Andhra Pradesh Food Civil Supplies and Consumer Affairs Minister revealed that a ship bound for West Africa was seized during an inspection in November 2024, carrying a significant amount of this illegal rice.
Additionally, the state authorities have discovered that a stock of 640 tonnes of rice meant for PDS was among the seized items.
This prompted further investigations, which uncovered that a total of 38,000 tonnes of suspicious rice was being loaded onto ships at the port.
The Deputy Chief Minister's inspection on November 29, 2024, revealed attempts by port officials to prevent access to the ships.
Subsequently, the Deputy Chief Minister ordered the seizure of the vessel, which remains under the state's control.
Investigations suggest that the rice in question had been issued under bank guarantees, adding to suspicions of fraudulent activities.
The Kakinada port has become a significant focal point for rice exports, particularly PDS rice, with the Food Minister pointing out that this port sees more rice exports than any other in the state.
Over the past five years, no clear inspection or verification of the rice cargo had been allowed, suggesting complicity from port authorities.
The authorities are now conducting raids at various warehouses storing the illegal rice, aiming to uncover the full extent of the smuggling operation.
