India Confirms Ban on Import of Foreign Poppy Seeds Post-2022, States Position in Affidavit

New Delhi – The Central Government has informed the High Court through an affidavit that India has not permitted the import of foreign poppy seeds after 2022 and has imposed a clear ban on it. This move aims to protect the interests of domestic poppy cultivators and promote self-reliance under the 'Atmanirbhar Bharat' initiative.

The affidavit, certified by Manoj Narwal, Superintendent of the Narcotics Control Bureau, states that the decision has been made to ensure the livelihood and additional income of domestic poppy farmers. It also mentions that, considering the current circumstances, allowing the import of foreign poppy seeds is neither practical nor appropriate.

This firm stance by the government is not only a step towards making farmers self-sufficient but also signals encouragement for domestic poppy production and an end to dependency on foreign imports.

The affidavit, dated March 27, 2025, clearly establishes that there will be no relaxation regarding the import of foreign poppy seeds. The attached documents include an April 2022 email from the Narcotics Commissioner, which reflects the continuity of this policy.

This decision is being regarded as a significant turning point in India’s agricultural policy and narcotics regulation framework.
