The Uttar Pradesh government has launched a comprehensive "Master Plan for Pulses and Oilseeds" aimed at boosting the production of pulses and oilseeds to ensure a balance between demand and supply, particularly for essential commodities like edible oils and pulses. This initiative is expected to benefit farmers, improve the availability of these commodities at reasonable prices, and promote self-reliance in agricultural production. Here are the key aspects of the plan:

Key Goals:

  1. Increase in Crop Production: The plan focuses on increasing the production of pulses (like urad, tuvar, moong, gram, lentil, and peas) and oilseeds (including sesame, groundnut, mustard, and linseed).
  2. Farmer Welfare: The government aims to boost farmers' income by improving crop yields and ensuring a stable supply of pulses and oilseeds. This will also benefit consumers by ensuring the availability of these essential items at affordable prices.
  3. State Self-Sufficiency: The long-term goal is to make Uttar Pradesh self-sufficient in pulses and oilseeds production, reducing dependency on other states and external imports.

Plan Details (2023-2027):

  1. Implementation Timeline: The plan will be executed over four years, from 2023-24 to 2026-27, with an investment of approximately Rs 236 crore.

  2. Support for Farmers:

    • Free Seed Distribution: Farmers will receive minikits of pulses and oilseeds seeds free of cost.
    • Training and Guidance: Farmers will be trained in advanced and modern farming techniques through Kisan Pathshalas and other educational programs, which will focus on better farming practices, crop sowing, and care.
    • Field Trials: Innovative and proven farming methods will be tested in the fields of progressive farmers to demonstrate effectiveness.
  3. Cluster Development for Groundnut Cultivation: Specific regions like Jhansi and surrounding areas will be developed into groundnut cultivation clusters, focusing on improving groundnut production in the state.

  4. International Support: The World Bank is collaborating with the state government to help implement this plan, offering financial and technical support.

Expected Outcomes:

  • Increased Production: A higher yield of pulses and oilseeds will help meet the demand for these vital products.
  • Improved Farmer Income: With better farming practices and increased crop productivity, farmers' income will grow.
  • Affordable Commodities: The availability of pulses and oilseeds at reasonable prices will benefit consumers and stabilize market prices.
  • Self-Reliance in Agriculture: If successful, this initiative could serve as a model for other states, contributing to the national goal of self-sufficiency in pulses and edible oil production.

In conclusion, this ambitious plan has the potential to transform Uttar Pradesh’s agricultural landscape, ensuring both economic growth for farmers and improved food security for the public. The collaborative efforts with the World Bank and the focus on modern farming techniques are expected to bring about positive changes in the state's agricultural output.
