Additional Wheat Export Quota Fails to Shift Market Sentiment

New Delhi. Although the Central Government has doubled the wheat export quota from 2.5 million tonnes to 5 million tonnes, the move has met with a mixed response in the domestic market. Most trade analysts are questioning the relevance of this additional export quota.

They argue that securing contracts for the 2.5 million tonnes of wheat permitted for export during the initial phase is already proving difficult; this is because declining global market prices have eroded the competitiveness of Indian wheat, making the economics of exporting—specifically, achieving 'parity' (profitability)—unviable for exporters. Given that even the initial quota remains unutilized, they ask: what was the necessity behind announcing this additional quota?

Conversely, some observers are supporting the decision to grant this additional export quota. They argue that should geopolitical and climatic conditions turn unfavorable globally, the competitiveness of Indian wheat in the international export market could improve, at which point this additional export quota could prove beneficial.

It is noteworthy that during the current year, not only have weather conditions been somewhat adverse, but the pace of wheat procurement for the Central Pool has also remained sluggish. Against this backdrop, the decision to abruptly double the wheat export quota appears somewhat perplexing.

It is true, however, that the Central Buffer Stock currently holds a sufficient quantity of wheat, providing full assurance that any potential decline in domestic market supply and availability can be effectively offset.

As of April 1, 2026, the Central Pool held a wheat stock of approximately 21.8 million tonnes—a figure representing an 85 percent increase over the stock available on April 1, 2025.

While the prescribed buffer stock norm for the April-June quarter mandates a minimum reserve of 7.5 million tonnes, the actual stock held this time was significantly more than double that stipulated level.
