FCI OMSS(D) Rice Sale – Key Operational Guidelines
1. Reserve Price of Rice
* The reserve price of rice is inclusive of transportation charges.
* Therefore, no additional transportation cost will be added to the reserve price.
* Auctions for broken rice will be conducted at the Dynamic Reserve Price (DRP) notified for each quarter.

2. Policy Validity
* The current OMSS(D) policy will remain valid until 30 June 2027.
* Stocks purchased in the last auction can be lifted only up to 30 June 2027.
* The amount corresponding to unlifted quantity may be refunded to the successful bidder.

3. Eligible Buyers
The following categories are eligible to participate in the auction:
* Bulk consumers, Manufacturers of rice products, Food processors, Private traders, Cooperatives/Cooperative Federations (where permitted under the scheme)

4. Special Provisions for Rice Sale
* E-auction/direct sale of normal as well as improved rice will be conducted only in deficit regions.
* During the procurement season, only those rice varieties that are not being procured by the respective state government will be offered for sale.
* FCI will coordinate with state governments to ensure that rice varieties being sold under OMSS(D) are not procured from the state.
* FCI's Zonal and Regional Offices will also ensure that rice or the broken rice generated from it is not recycled back into the government procurement system.

5. Selection of Sale Depots
* Since the reserve price of rice already includes transportation cost, no additional transportation charges will be added.
* Depots for sale will be selected based on surplus stocks over and above PDS requirements, handling and transportation costs, and the operational suitability of the depot.

6. Weekly E-Auction
* FCI Regional Offices will publish the weekly tender every Friday for the e-auction to be held on the following Wednesday and Thursday.
* However, the official date for the first OMSS auction has not yet been announced.

7. One Participation per PAN
* Only one bid against one PAN will be allowed in each weekly auction within a region.
* This restriction will apply irrespective of the number of firms, GST registrations, or branch offices operating under the same PAN.

8. Release Order
* The successful bidder can download the Release Order only after depositing the full cost along with applicable taxes.
* No part Release Order will be issued.

9. Payment Rules
* The date of communication of acceptance by FCI will not be counted while calculating the payment period.
* If the successful bidder fails to deposit the balance amount along with applicable taxes within the stipulated period, the bid will be cancelled and the Earnest Money Deposit (EMD) will be forfeited.
* No extension of time for payment will be granted under any circumstances.

10. Lifting Timeline
* The buyer must complete lifting of stocks within 15 days from the date of communication of acceptance.

11. Additional Grace Period
* If lifting is delayed due to operational constraints on FCI's part, such as continuous rake placement, labour issues, or other unforeseen bottlenecks, a grace period of three working days will be granted after the expiry of the normal lifting period.
