चीनी की MSP बढ़ने की उम्मीदों पर पानी फिरा
सरकार ने स्पष्ट कर दिया है कि फिलहाल चीनी के न्यूनतम विक्रय मूल्य (MSP) में कोई बढ़ोतरी का प्रस्ताव नहीं है। अधिकारियों के अनुसार, मौजूदा एक्स-मिल कीमतें लागत के अनुरूप और लाभदायक हैं, इसलिए MSP बढ़ाने की आवश्यकता नहीं है।
चीनी मिलों ने MSP बढ़ाने की मांग की थी क्योंकि गन्ने की लागत बढ़ी है। सरकार ने 2025-26 सत्र के लिए गन्ने का निष्पक्ष एवं पारिश्रमिक मूल्य (FRP) ₹340 से बढ़ाकर ₹355 प्रति 100 किलोग्राम कर दिया है — यानी लगभग 4.4% की वृद्धि। फिलहाल MSP ₹31 प्रति किलो है, जो फरवरी 2019 से अपरिवर्तित है।
पिछले साल अधिशेष उत्पादन और उच्च स्टॉक के चलते कीमतों में गिरावट आई थी, लेकिन इस वर्ष स्थिति बेहतर है। 2024-25 का सीजन लगभग 50 लाख टन कैरी-फॉरवर्ड स्टॉक के साथ समाप्त होगा, जो पिछले वर्ष के 80 लाख टन से काफी कम है।
उद्योग संगठनों ISMA और NFCSF के अनुसार, औसत उत्पादन लागत ₹4,166 प्रति 100 किलोग्राम है। उद्योग का कहना है कि वित्तीय रूप से मजबूत मिलें ही समय पर किसानों को भुगतान कर सकती हैं। इस वर्ष मिलों ने लगभग 96% गन्ना भुगतान (₹98,000 करोड़) पूरा कर लिया है।
ऐसे में यह साफ है कि सरकार का झुकाव MSP बढ़ाने की बजाय इथेनॉल उत्पादन और निर्यात नीति के जरिए मिलों की आय बढ़ाने की दिशा में है, ताकि वे किसानों का बकाया समय पर चुका सकें।
अब उद्योग संगठनों को बार-बार MSP बढ़ोतरी की मांग करने के बजाय वैकल्पिक आय स्रोतों पर ध्यान देना चाहिए।

Hopes of a Sugar MSP Hike Dashed
The government has made it clear that there is currently no proposal to increase the minimum selling price (MSP) of sugar. Officials said existing ex-mill prices are aligned with production costs and remain profitable; hence, there is no need for an MSP hike.
Sugar mills had been demanding a higher MSP due to rising sugarcane costs. For the 2025–26 season, the government has increased the Fair and Remunerative Price (FRP) of sugarcane from ₹340 to ₹355 per 100 kg — a 4.4% hike. The sugar MSP, however, remains unchanged at ₹31 per kg since February 2019.
Last year, surplus production and higher carry-forward stocks weighed on prices. But this year, the situation is more balanced — the 2024–25 season is expected to close with around 5 million tonnes of carry-forward stock, down from 8 million tonnes a year earlier.
According to industry associations ISMA and NFCSF, the average cost of production is ₹4,166 per 100 kg. They argue that only financially strong mills can ensure timely cane payments. This year, mills have already cleared about 96% of total dues, amounting to ₹98,000 crore.
It is now evident that instead of raising the MSP, the government is focusing on supporting mill revenues through ethanol production and export policy, ensuring timely payments to farmers.
Hence, industry bodies should focus on these alternative income streams rather than repeatedly pressing for an MSP hike.
