स्पष्टीकरण– पीली मटर पर 30% आयात शुल्क, 0% की खबरें गलत

★पीली आयात को ले कर विभिन्न ग्रुपों में कहा जा रहा है कि मटर आयात पर 0% शुल्क लगेगा।  इस सन्दर्भ में आई- ग्रेन इंडिया ने सनराज शिपिंग एजेंसी से स्पष्टीकरण लिए। 

★अंतरराष्ट्रीय व्यापार समुदाय के लिए यह समझना जरूरी है कि भारत में आयात-निर्यात से जुड़े फैसलों के लिए दो अलग-अलग प्राधिकरण होते हैं:

★डीजीएफटी (DGFT) – वाणिज्य मंत्रालय के अंतर्गत

★कस्टम्स (Customs) – वित्त मंत्रालय के अंतर्गत

★भूमिका और अधिकार

★डीजीएफटी का कार्य:

★किसी वस्तु का आयात/निर्यात फ्री है, प्रतिबंधित है या नियंत्रित – यह तय करना

★यदि प्रतिबंधित है तो शर्तें तय करना

★कस्टम्स का कार्य:

★आयात या निर्यात पर लगने वाले शुल्क (ड्यूटी) तय करना

★महत्वपूर्ण बिंदु

★आयात नीति (फ्री/प्रतिबंधित) में बदलाव के लिए डीजीएफटी द्वारा अधिसूचना जारी होती है

★ड्यूटी (शुल्क) में बदलाव के लिए कस्टम्स द्वारा अलग से अधिसूचना जारी होती है

★यदि पीली मटर पर ड्यूटी में कोई बदलाव होता है, तो उसके लिए कस्टम्स की अलग अधिसूचना आना आवश्यक है।

★इसलिए वर्तमान में 0% ड्यूटी की खबरें गलत हैं, जबकि 30% ड्यूटी लागू है।

Clarification – 30% Import Duty on Yellow Peas; 0% Rumours Wrong

★There are discussions in various trade groups suggesting that Yellow Pea imports may attract 0% duty. In this regard, IGrain India sought clarification from Sunraj Shipping Agency.

★It is important for the international trade community to understand that in India, there are two separate authorities governing import-export matters:

★DGFT (Directorate General of Foreign Trade) – under the Ministry of Commerce

★Customs – under the Ministry of Finance

★Roles and Responsibilities

★DGFT is responsible for:

★Deciding whether an item is free, restricted, or prohibited for import/export

★Laying down conditions in case of restricted items

★Customs is responsible for:

★Determining the applicable duty (indirect tax) on imports and exports

★Key Points

★Any change in import policy (free/restricted) requires a notification from DGFT

★Any change in duty structure requires a separate notification from Customs

★If there is any change in import duty on Yellow Peas, a separate notification from Customs is mandatory.

★Therefore, current reports suggesting 0% duty are incorrect, and the applicable duty remains 30%.
