Distribution of Foodgrains under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)
★ Keeping the COVID crisis in view, free foodgrains were allocated under PMGKAY in addition to the regular allocation under the Public Distribution System (PDS).
★ Across Phase I to Phase VII, about 1,118 lakh metric tonnes (LMT) of foodgrains were allocated over 28 months, with a total financial outlay of approximately ₹3.91 lakh crore.
★ The period of free foodgrain distribution under PMGKAY has been extended for five years from 1 January 2024.
At present, against an intended coverage of 81.35 crore beneficiaries, about 80 crore people are receiving free foodgrains nationwide.

Movement of Foodgrains
★ To meet the requirements of NFSA and other schemes, the Food Corporation of India (FCI) moved a total of 9,527 rakes of foodgrains, transporting approximately 283.30 LMT.
★ Additionally, around 63.69 LMT of foodgrains were transported by road to meet the needs of consuming centres.

Government Procurement
★ During the Rabi Marketing Season (RMS) 2025–26, a total of 300.35 LMT of wheat was procured.
★ During the Kharif Marketing Season (KMS) 2024–25, 832.17 LMT of paddy was procured.
★ In the ongoing KMS 2025–26, procurement of 243.48 LMT of paddy has been completed up to 17.11.2025.

Open Market Sale Scheme (Domestic) – OMSS(D)
★ Under OMSS(D), Bharat Atta (launched on 06.11.2023) and Bharat Rice (launched on 06.02.2024) were introduced to provide atta and rice to general consumers at subsidized rates. Sales are carried out through NAFED, Kendriya Bhandar, and NCCF.
★ In Phase II (up to 30.06.2025), Bharat Atta and Bharat Rice were sold at MRPs of ₹30/kg and ₹34/kg, respectively, with sales of 3.34 LMT of atta and 2.15 LMT of rice.
★ In Phase III (up to 30.06.2026), the MRP of Bharat Atta is ₹31.50/kg. Bharat Rice is priced at ₹34/kg for 5 kg and 10 kg packs and ₹32/kg for the 30 kg pack up to 31.10.2025; from 01.11.2025, the MRPs are ₹35/kg (5 kg and 10 kg packs) and ₹33/kg (30 kg pack). For this phase, 5 LMT of wheat and 5 LMT of rice have been allocated.
★ Up to 18.11.2025, under OMSS(D), FCI sold 23.44 LMT of rice to private/cooperative categories, 31.71 LMT of rice to State Governments and community kitchens, and 33.06 LMT of rice to ethanol distilleries.
★ Additionally, during 2025 up to 18.11.2025, 24.45 LMT of wheat was sold to private parties and to central cooperative organizations for sale as Bharat Atta.
