राज्य सभा में सहकारी चीनी मिलों का पुनरुद्धार से जुड़े निम्न फैसले सुनाए गए।
★ चीनी सहकारी मिलों को आयकर से राहत: सरकार ने स्पष्टीकरण जारी किया है कि सहकारी चीनी मिलों को अप्रैल, 2016 से किसानों को उचित एवं लाभकारी या राज्य परामर्शित मूल्य तक उच्च गन्ना मूल्य का भुगतान करने पर अतिरिक्त आयकर नहीं देना होगा।
★ चीनी सहकारी मिलों के आयकर से संबंधित दशकों पुराने लंबित मुद्दों का समाधान: सरकार ने अपने केंद्रीय बजट 2023-24 में एक प्रावधान किया है, जिसमें चीनी सहकारी समितियों को कर निर्धारण वर्ष 2016-17 से पहले की अवधि के लिए गन्ना किसानों को उनके द्वारा किए गए भुगतान को व्यय के रूप में दावा करने की अनुमति दी गई है, जिससे उन्हें 10,000 करोड़ रुपये से अधिक की राहत मिलेगी।
★ चीनी सहकारी मिलों को मजबूत करने के लिए 10,000 करोड़ रुपये की ऋण योजना शुरू की गई: सरकार ने इथेनॉल संयंत्र या सह उत्पादन संयंत्र स्थापित करने या कार्यशील पूंजी या तीनों उद्देश्यों के लिए एनसीडीसी के माध्यम से एक योजना शुरू की है। एनसीडीसी द्वारा अब तक 36 सहकारी चीनी मिलों को 5746.76 करोड़ रुपये की ऋण राशि स्वीकृत की गई है।
★ इथेनॉल की खरीद में सहकारी चीनी मिलों को प्राथमिकता: इथेनॉल मिश्रण कार्यक्रम (ईबीपी) के तहत भारत सरकार द्वारा इथेनॉल खरीद के लिए सहकारी चीनी मिलों को अब निजी कंपनियों के बराबर रखा गया है।
★ सरकार ने मोलसिस पर जीएसटी को 28% से घटाकर 5% करने का फैसला किया है, जिससे सहकारी चीनी मिलें उच्च मार्जिन के साथ डिस्टिलरी को मोलसिस बेचकर अपने सदस्यों के लिए अधिक लाभ कमा सकेंगी।

Revival of Cooperative Sugar Mills
★ Relief from Income Tax to Sugar Cooperative Mills: Government has issued a clarification that cooperative sugar mills would not be subjected to additional income tax for paying higher sugarcane prices to farmers up to Fair and Remunerative or State Advised Price, from April, 2016 onwards.
★ Resolution of decades old pending issues related to Income Tax of Sugar Cooperative Mills: Government has made a provision in its Union Budget 2023-24, wherein Sugar cooperatives have been allowed to claim as expenditure their payments to sugarcane farmers for the period prior to assessment year 2016–17, giving them a relief of more than Rs.10,000 crore.
★ Rs. 10,000 crore loan schemes launched for strengthening of Sugar Cooperative Mills: Government has launched a scheme through NCDC for setting up ethanol plants or cogeneration plants or for working capital or for all three purposes. Loan amount of Rs. 5746.76 cr. has been sanctioned by NCDC to 36 Cooperative Sugar Mills so far.
★ Preference to Cooperative Sugar Mills in purchase of ethanol: Cooperative Sugar Mills have now been put at par with private companies for ethanol procurement by Government of India under the Ethanol Blending Programme (EBP).
★ Reduction in GST on molasses from 28% to 5%: Government has decided to reduce the GST on molasses from 28% to 5% which will enable cooperative sugar mills to earn more profits for their members by selling molasses to distilleries with higher margins.
