Russian sunflower products export duty extension

Moscow. The Russian government, one of the leading producers and exporters of sunflower oil, has announced an extension of the export duty period for the next two seasons to encourage the domestic processing industry. Consequently, the export duty on these products will remain in effect until 2028.

A government statement stated that this decision aims to accelerate the processing of oilseeds within the country, maintain stable prices for these products in the domestic market,

and ensure adequate supply and availability of sunflower oil and oil meal to consumers. This decision will also protect the market from prolonged uncertainty regarding customs duties.

It is noteworthy that the customs duty on sunflower and its value-added products was previously announced to be imposed until August 31, 2026, or the end of the current marketing season. However, with the new decision, the export duty will now remain in effect until August 2028.

The export duty on sunflower seeds will remain at 50 percent but will not be less than 32,000 rubles per tonne. On the other hand, a variable export duty will be applicable on sunflower oil and oil meal, which can be changed from time to time.

According to the data received, about 5.1 million tonnes of sunflower oil was exported from Russia in the marketing season of 2024-25, while in the current marketing season of 2025-26, the export is expected to increase slightly to 5.2-5.3 million tonnes. Sunflower oil is the largest importer of India from Russia.
