Only legal guarantee of crops will help in reducing the area of paddy in Punjab

The issue of reducing paddy cultivation in Punjab is closely tied to the growing water crisis in the region. As the demand for water for paddy farming continues to strain resources, the government is seeking ways to shift farmers towards cultivating alternative crops. However, despite various initiatives, there has been limited success in encouraging this shift.
A key reason for the reluctance among farmers to move away from paddy cultivation is the legal guarantee of the Minimum Support Price (MSP) for crops like paddy and wheat.
In Punjab and Haryana, the government buys the entire marketable stock of paddy and wheat at MSP, offering farmers a sense of security and financial stability.
However, for other crops like maize, pulses, oilseeds, cotton, and coarse grains, while MSP is also announced, the government is not obligated to purchase them, leaving farmers uncertain about the returns from these crops.
Farmers argue that a legal guarantee for MSP, similar to what is provided for paddy and wheat, is essential to encourage them to diversify into other crops.
If this legal assurance is implemented, it would instill greater confidence among farmers, ensuring them that their crops will not go unsold at a loss.
The demand is not just for the government to buy all the crops, but for support to be extended to entrepreneurs and traders, who would be encouraged to purchase crops at MSP.
Experts believe that this legal guarantee could be the most effective strategy to reduce the area under paddy cultivation in Punjab. Without such a guarantee, farmers are unlikely to risk switching to less certain alternatives.
While market forces play a role in determining prices, a safety net in the form of MSP could motivate farmers to adopt more sustainable and water-efficient crops, ultimately helping to address the region's water shortage crisis.
